I did this with my old steel oil tank when I replaced it with a plastic tank. Don't cut it with a grinder until its free of oil. Kaboom! But you only get an explosion if the vapour burns quickly in a confined space. If its not a confined space it doesn't explode, it just burns. Washing it out won't work because oil isn't soluble in water.

I cut a hole in the end big as a door. Oil can quench incredible volume of sparks. The vapor won't support combustion if the liquid is horizontal. The oil was too dirty to use.
